The painting is based on a photograph taken by the artist shortly after sunrise while walking along the east side of the Connecticut River looking west toward Hartford. The central tower-like building, the reddish one on the right and the blue boat-like building are actual structures. The others were added by the artist.

After retiring from an engineering career in 2009, Joe's attention turned to art, beginning with pencil drawings and then pastel and watercolor paintings. He especially enjoys the beauty and human interest found in everyday New England scenes, as well as the challenge of commission work, the challenge of capturing a client's idea in an artistic way. Joe's engineering and drawing background has proved to be a strength, resulting in many awards in local art shows and acceptance in nationally recognized exhibits. He is a member of several Connecticut and Massachusetts art organizations. He gives demonstrations at art club meetings, leads watercolor workshops, and is an instructor for watercolor classes.
